The Grambling, Louisiana Housing Authority is seeking a qualified Executive Director who will provide leadership and management to ensure that the core mission of providing safe, sanitary living conditions for tenants is achieved in its low rent public housing program and Housing Choice Voucher Program.
The executive director is responsible for the General Administration of the PHA and must be able to ensure results-focused practices and service-delivery at every level within the Authority. Key management functions include day-to-day operations, personnel & training, prudent financial management, public relations and appropriate technology skills.
A Board of Commissioners appointed by the Town Mayor is the legally and financially responsible governing body of the PHA and the first line of accountability for the PHA’s performance.
A Bachelor’s degree in a relevant field and public housing experience are required. The Executive Director’s overall responsibilities Among other duties the Executive Director will act as secretary to the Board of Commissioners, maintain appropriate minutes, prepare meeting agendas for approval by the board, and maintain files and records. The Executive Director will develop, implement, and oversee operating budgets ensuring compliance with all federal and state laws and HUD guidelines. Other requirements include managing the day-to-day operations of the PHA, hiring, evaluating, training and terminating staff, and executing board policies. The Executive director is expected to use sound judgment in decision making, demonstrate an understanding of HUD’s financial reporting system, timely submit state and HUD required reports, keep the board informed on the operational and financial status of the PHA and maintain a collegial, productive and proactive workplace environment.
Applicants are expected to have excellent leadership, organization and team building skills, effective written and oral communication skills, the ability to deal with diverse clientele, be able to establish a an overall customer centered administrative process, act with integrity, show initiative, and professionalism.
